The project strengthens bilateral cooperation actions between Rio and friendly nations.

On the occasion of the 103rd Republic Day of Azerbaijan, on May 28, the City of Rio illuminated the "Arcos da Lapa" and the "Estácio de Sá" Monument, in Aterro do Flamengo. The initiative is part of the "Lighting Diplomacy" program, carried out by Rioluz in partnership with the International Relations and Cooperation Department of Rio de Janeiro City Hall, which promotes the lighting of public monuments with the colors of the flag of friendly nations.

The government of Azerbaijan maintains active cooperation with the municipality of Rio in the fields of education and culture, and, in 2015, adopted the Azerbaijan Municipal School, in the Anil neighborhood. In 2013, the City of Baku, the country's capital, became Rio's sister city.
